Office of Audit, Risk, and Compliance

The Office of Audit, Risk, and Compliance (OARC) strives to be a proactive partner and resource to 蜜柚视频. OARC is an independent unit that reports directly to the Audit and Risk Management Committee of the Board of Trustees.

OARC's Functions

OARC is comprised of three distinct functions. These functions create a comprehensive assurance framework that ensures regulatory adherence and drives operational excellence, institutional integrity, and strategic risk management. Moreover, integrated Audit, Risk, and Compliance supports institutional strategic planning, ensuring that potential risks are proactively identified, addressed, mitigated, and monitored, thereby preventing or reducing impacts of 鈥渟idelining鈥 events that could harm the university鈥檚 reputation, finances, standing with state and federal regulators, and most importantly, the safety of its students, faculty, staff, and communities. By prioritizing Audit, Risk, and Compliance, the university can achieve a robust and resilient university that values efficiency, transparency, and ethical decision-making.

Ohio Compliance Network Directory

The OHIO Compliance Network Directory serves as a resource for identifying and contacting compliance officers across various departments. Its primary purpose is to:

  • Provide Contact Information: contains the names, titles, and contact details of designated compliance officers
  • Facilitate Compliance: Help university members easily find the right designated compliance officer for specific issues or inquiries
  • Promote Transparency: Ensure that compliance processes are clear and accessible to all members of the university community
  • Support the university's commitment to maintaining high standards of compliance and risk management

Welcome Mike Trout to the OARC Team!

Michael 鈥淢ike鈥 Trout is currently the Safety Compliance Coordinator in Emergency Management at 蜜柚视频, where he leads Clery Act compliance and business continuity planning. He returned to OHIO in September 2023 following a 28-year career in law enforcement that began with the 蜜柚视频 Police Department in 1995, continued with the Ohio Attorney General鈥檚 Office in 2005, and concluded with the Ohio Board of Pharmacy in 2023. Mike holds a Bachelor of Science in Sociology and a Master of Arts in Public Administration.  Mike will join University Compliance in the Office of Audit, Risk, and Compliance beginning November 17, 2025 where he will serve as the Campus Compliance and Clery Act Coordinator. 

International Fraud Awareness Week: Why it Matters to OHIO

Each November, organizations worldwide mark International Fraud Awareness Week (November 16-22) to spotlight the impact of fraud and the importance of prevention. For 蜜柚视频, it鈥檚 more than a global campaign鈥攊t鈥檚 a reminder that fraud isn鈥檛 abstract. It directly threatens scholarships, programs, jobs, and the trust our students, families, and communities place in us.

In a complex place like OHIO, fraud can look like:

  • Misuse of purchasing cards, travel funds, or other University money
  • Falsified timesheets or expense reports
  • Grant and research fraud such as misused funds, false data, etc.
  • Conflicts of interest in contracts and decisions
  • Accepting substantial 鈥渢hings of value鈥 from vendors or others that do business with the University
  • Misuse of confidential or official information (records, grades, HR or financial data)
  • Using university resources for personal use

Every dollar lost to fraud is a dollar not supporting students, teaching, or research. That鈥檚 why every employee has a role in speaking up.

What can you do as a member of the OHIO Community?

  • Pause and question anything that seems irregular in financial, grant, payroll, or procurement processes
  • Review your own practices around approvals, documentation, and segregation of duties
  • Get Educated about phishing, a scam where hackers use fraudulent messages to gain access to university data and your personal resources
  • Talk with your team about why internal controls and reporting issues matter to our students, colleagues, and community
  • Escalate concerns to individuals or offices that can help by using OHIO鈥檚 Compliance Network
  • Use the Ethics Hotline if you see something that doesn鈥檛 seem right and you鈥檙e not comfortable raising it through normal channels

Through the Ethics Hotline, you can report suspected:

  • Fraud, waste, or abuse of university resources
    • Compliance or regulatory concerns
    • Privacy concerns
    • Other serious misconduct that may violate laws or university policies

You can make a report:

  • Online: via the 蜜柚视频 Ethics Hotline (link EthicsPoint web portal) from any computer or mobile device
  • By phone: toll-free at 1-866-294-9591

Reports can be submitted anonymously if you choose. The system allows a secure, anonymous dialogue between the reporter and the Office of Audit, Risk, and Compliance (OARC), Legal Affairs, or another University representative best positioned to review the concern.

Welcome Michael Greene to the OARC Team!

Michael Greene, Compliance Training Administrator, joined University Compliance in the Office of Audit, Risk, and Compliance on September 15 to support institutional compliance training programs. Dr. Greene comes to OARC from his role as Learning and Development Administrator in Human Resources, where he has been instrumental in building and maintaining the majority of the OHIO PDP eLearning library in Canvas and helping launch the Center for OHIO Employee Excellence. Since January 2025, he has coordinated training for more than 800 OHIO faculty and staff and supported Vector-based compliance initiatives鈥攅xperience that will directly benefit his new work with Laura Myers, Director of University Compliance, on ongoing compliance training efforts at OARC.  Dr. Greene will be focusing on developing OHIO-centric training, records and data assessment, and assisting in coordinating training efforts across the OHIO Community.

A 15-year higher education professional, Michael has served in both faculty and administrative positions. He holds a PhD in Higher Education Administration and actively researches and writes on game design-based learning and its use in eLearning, digital accessibility, and professional development.

NEW: Enterprise Risk Management moves to new department, provides key services to OHIO community

蜜柚视频鈥檚 Enterprise Risk Management (ERM) office has relocated to new offices and to a new organizational home.

Beginning in January 2025, ERM is now part of the Office of Audit, Risk, and Compliance and has moved to Grosvenor Hall 250. The office also has a new website integrated with the Office of Audit, Risk, and Compliance鈥檚 site.

Previously under University Human Resources, the restructure aligns ERM鈥檚 risk mitigation function with Internal Audit and University Compliance.

鈥淥ur Enterprise Risk Management team provides essential services for the OHIO community,鈥 said Executive Director and Chief Audit Executive Mary Ann Boyle. 鈥淭his transition serves to build on and further strengthen the foundation for a comprehensive assurance framework that will drive operational excellence, institutional integrity and strategic risk management. We are excited for this new direction and opportunity for more integrated collaboration in support of a shared focus on identifying, addressing, mitigating and monitoring risk.鈥

ERM鈥檚 key responsibilities at 蜜柚视频 include Risk Management and Insurance, Workers鈥 Compensation, and oversight of the Minors on Campus program.

  • Larry Wines serves as the director of Enterprise Risk Management and Insurance and is part of the new OARC leadership team
  • Lori Markins, University claims coordinator, is available to assist with questions about OHIO鈥檚 Minors on Campus programs
  • Eric James, manager of Enterprise Risk Management and Workers鈥 Compensation, is responsible for Workers' Compensation questions and claims

Faculty and Staff training for participation in youth programs at OHIO

蜜柚视频 Enterprise Risk Management and Insurance in collaboration with Legal Affairs, Conference and Event Services, Equity and Civil Rights Compliance (ECRC) and the Office of Information Technology (OIT) is pleased to announce the Minors on Campus (MOC) team will offer two training sessions via Teams this year for more flexibility for attendees to attend.

The first session will be held Feb. 25, from 8:30 鈥 10 a.m., and a second session will take place on March 27, from 2:30 鈥 4 p.m.

蜜柚视频 welcomes minors to campus for activities including summer camps, residential programs, educational programs, athletic camps and other events. This annual training will be a source of information for MOC program administrators and hiring staff on how to run a successful camp, program, or event in compliance with Minors on Campus policy 03.010 and include updates to the Minors on Campus Operational Guidelines. If you are interested in this training but do not receive an invitation, please email insurance@ohio.edu to be added to the distribution list.

NEW: Employee Compliance training policy

On December 2, 2024, President Lori Gonzalez signed 40.130: Employee Educational Program and Compliance Training. The policy is effective immediately.

蜜柚视频 is committed to providing educational training programs that clarify expectations and responsibilities for all employees, uphold the highest standards of professionalism, ethics, and regulatory compliance, and establish risk management practices.

The university will deploy appropriate compliance training programs for employees as required by federal or state law.

In addition to mandatory compliance training, employees may be required to complete additional, role-specific training as needed for their positions, to maintain the institution鈥檚 compliance with applicable laws and policies or to enhance safety and technical preparedness, or to improve operations or departmental function.

Specialized training may be required for certain employees to ensure a safe working environment or as part of a performance improvement plan.

New Privacy resources available for OHIO

OHIO employees required to complete fraud reporting training by Oct. 29

All 蜜柚视频 employees, including faculty, staff, graduate and undergraduate students, and program employees, who receive a paycheck from 蜜柚视频 must complete a fraud reporting training program during the fall semester.

Mary Ann Boyle named as Executive Director of Office of Audit, Risk and Compliance & Chief Audit Executive

REMINDER: 蜜柚视频 Ethics Hotline Available

The Office of Audit, Risk, and Compliance issues this reminder that OHIO faculty, staff, and students may report concerns of fraud, waste, abuse, or non-compliance with federal or state regulations or University policies. Reports made to the EthicsPoint hotline鈥攙ia phone or website鈥攁re triaged and responded to by anonymous dialogue between the reporter, OARC, or the University representative who can most appropriately respond to the concern.

Office Renamed

In July 2022, 蜜柚视频's Internal Audit office was repositioned as the Office of Audit, Risk, and Compliance (OARC) with expanded functions that will enhance internal controls and compliance mechanisms and build compliance consciousness in existing University business processes.

Laura Myers, who most recently served as OHIO鈥檚 deputy chief strategy and innovation officer, has been appointed director of University Compliance, reporting to the Chief Audit Executive.
